Turkish citizens can enter Azerbaijan without a visa. ID card conditions, address registration, cash rules, Nakhchivan notes and a preparation checklist in this article.

The most important rule to know before going to Azerbaijan is this: Turkish citizens do not need a visa. You can enter with an ordinary (maroon) passport or a valid new-generation ID card, and stay for up to 90 days without a residence permit. Below you'll find ID card limits, address registration, the cash rule and preparation steps.

In short

  • Turkish citizens enter Azerbaijan visa-free; no residence permit is needed for stays of up to 90 days.
  • The ID card is only valid for tourist purposes on direct air travel from Turkey; a passport is required for crossing into Georgia.
  • For stays longer than 15 days, apply in person at ASAN Hizmet for address registration.
  • Declare cash amounts over 1,000 USD on entry and keep the form for your exit.
  • Travel from Nakhchivan to Baku is only possible by air.

Visa and documents: the essence of the rule

Azerbaijan is visa-free for Turkish citizens. One of two documents is sufficient on entry:

  • Ordinary (maroon) passport
  • Valid new-generation ID card

With these documents you can stay for up to 90 days without obtaining a residence permit. For a tourist trip, this is more than enough for most travellers. The real limit lies elsewhere: if you'll stay longer than 15 days, address registration is required. We cover this in detail in the next section.

For additional requirements regarding your passport's validity period, check your airline's and Azerbaijan's current rules. This article does not state an unverified period or condition. You can find an up-to-date summary of the visa status on the Azerbaijan country page.

If you want a general breakdown of documents, tickets and insurance before travel, also see our checklist for traveling abroad article. Here we only cover points specific to Azerbaijan. First clarify which document you'll enter with under which conditions, since entry with an ID card has narrower limits than entry with a passport.

Entering with an ID card: the limits

Using a new-generation ID card is practical but conditional. The rule has three parts:

  • The trip must be for tourist purposes.
  • You must travel directly from Turkey to Azerbaijan.
  • The option is only valid for air travel between Turkey and Azerbaijan.

In other words, you can fly with your ID card and land in Baku, but if your route extends to another country beyond Azerbaijan, the situation changes. A passport is mandatory for travel between Azerbaijan and Georgia. If you're planning to visit both Baku and Tbilisi, an ID card won't be enough — you'll need a passport.

A common mistake

The most common mistake is reading "visa-free" as "any document, any route." Entry with an ID card depends on air travel from Turkey to Azerbaijan. If your route falls outside these conditions, bring your passport. For package options where an ID card is sufficient, you can check the conditions on the Baku THY tour page.

Length of stay and address registration

The maximum visa-free stay is 90 days, but the real warning starts at day 15. Citizens staying in Azerbaijan for more than 15 days must apply in person at the nearest ASAN Hizmet institution to complete address registration.

This rule covers the following:

  • The application must be made in person.
  • The application is made at ASAN Hizmet.
  • Address registration is completed.

For a short city tour, this step isn't necessary. But if you're planning remote work, a family visit or an extended trip, put it on your calendar. Don't leave address registration until the last day.

There is a separate arrangement for Nakhchivan. Those coming to Nakhchivan for stays longer than 15 days must apply to the State Migration Service within 15 days of their entry date to complete address registration. Otherwise, a fine of up to 400 Manat is applied upon exit. The fine appears at departure, so act in advance to avoid surprises on your flight day.

For current practice, also check the information on our country page.

Cash and customs declaration

The cash-carrying rule works with two thresholds. On entry and exit, cash up to 1,000 USD is not subject to any declaration. Most tourists stay below this limit.

The procedure changes for cash between 1,000–10,000 USD:

  • A single form is filled out on entry and exit.
  • A customs declaration must be made on entry.
  • A copy of the declaration form is kept and must be presented on exit.

The most common mistake is obtaining the form on entry but losing it by exit. Keep the copy inside your passport or ID card, not in your suitcase.

This article does not contain a verified rule for amounts over 10,000 USD. If you plan to travel with that amount, check Azerbaijan's current customs rule in advance. We don't give figures on topics like card usage, exchange rates or currency exchange. Learn these from your bank before you go.

Nakhchivan and land border notes

If you're planning to visit Azerbaijan together with Nakhchivan, know the transportation restrictions. Currently, only Azerbaijani citizens registered in the Nakhchivan Autonomous Republic can enter Turkey through the Sederek Border Gate. Bus and minibus crossings are also not permitted.

The second restriction is between Nakhchivan and Baku. Since crossings at Nakhchivan's border with Iran are subject to permission, citizens can only travel from Nakhchivan to Baku by air. Don't factor a road alternative into your route planning.

When planning your route

  • A flight ticket must be factored in for travel between Nakhchivan and Baku.
  • Check the current status of the Sederek gate before setting out.
  • If you'll exceed 15 days in Nakhchivan, don't forget address registration.

The gate status can change. Before setting out, check the current announcements from the Ministry of Foreign Affairs and your airline. Don't guess at rules not mentioned here.

Step-by-step preparation and checklist

Follow this order before setting out:

  1. Clarify your route. Only Azerbaijan, or Georgia too? If Georgia is included, a passport is required.
  2. Choose your document. If traveling for tourist purposes by air directly from Turkey to Azerbaijan, a new-generation ID card is valid. Otherwise, a maroon passport is needed.
  3. Check validity. Make sure your document is valid; check your airline's current rules.
  4. Plan your stay. If you'll exceed 15 days, schedule address registration at ASAN Hizmet.
  5. Plan your cash. If carrying more than 1,000 USD, declare it on entry.
  6. Transportation. Plan a flight for Nakhchivan–Baku.

Short pre-departure checklist

  • Passport or ID card with you
  • Flight and accommodation documents
  • Copy of the customs declaration form, if needed
  • Completed documents if address registration is required

If you prefer a ready-made program, you can check current duration and departure dates on the Full Azerbaijan Tour Baku Route page. Those who want to see both Baku and Tbilisi together can check the Caucasus Pearls tour. For all options, open the tours abroad page.
