Outside Europe and the Balkans, that is, in distant destinations such as Egypt, the conditions of the rental company and local regulations are determinative. When planning your route, read the company's conditions on a country-by-country basis. Distances between cities in Egypt are long; for routes like the Cairo, Luxor and Aswan route, it may be reasonable to consider organized transportation instead of renting a car.
