Before you go to the Maldives: visa, passport, ticket, IMUGA declaration and customs rules — exceptions, steps and a checklist on one page.
Here is what you need to know before traveling to the Maldives: Turkish citizens receive a visa on arrival free of charge, but a valid passport, a return ticket, proof of accommodation or money, and an IMUGA declaration completed before the flight are required. Alcohol, vapes and pork products cannot be brought in. This page lists the rules, exceptions and the steps to take before setting off, in order.
In brief
- The visa is granted on arrival, is free, and lasts 30 days; issuing it is at the discretion of the immigration officer.
- The passport must have an MRZ and be valid for at least 1 month from the date of arrival.
- Fill in the IMUGA declaration within 96 hours before departure; there is no longer a departure declaration.
- Alcohol, pork products and vapes are banned; tobacco has no customs exemption and is subject to tax.
- Carry a printed copy of your return ticket and reservation confirmation with you.

The essence of the rule: visa on arrival, free and conditional
Turkish citizens travel to the Maldives without applying for a visa in advance. The visa is issued on arrival, free of charge and instantly; the permitted stay is 30 days. There is no visa application form, fee or consulate appointment. Besides this, a free passenger declaration (IMUGA) filled in before the flight is required; details below. You can see the current situation on the Maldives country page and the detailed Maldives visa guide.
However, "free" is not the same as "unconditional." Issuing the visa is at the discretion of the immigration officer; the 30-day visa is not a right but a permission granted when conditions are met. The conditions fall under four headings:
- passport validity and type
- return or onward ticket
- accommodation confirmation or sufficient proof of funds
- IMUGA declaration completed before the flight
If any of these conditions is missing, you may face problems on arrival. The sections below explain each condition separately; completing all of them before you set off is the safest approach.
Passport, ticket and proof of funds
Three groups of documents are required for the visa on arrival.
Passport
Your passport must have a machine readable zone (MRZ) and be valid for at least 1 month from the date of arrival in the Maldives. The criterion is the arrival date, not the departure date. Check your passport before booking; renewal takes time.
Return or onward ticket
You must show a return ticket or a ticket onward to another country showing that you will leave within 30 days after arrival. Carry a printed copy of the ticket as well.
Accommodation or proof of funds
Show a hotel or resort reservation confirmation. If you have no reservation, you must prove you have enough money to cover your expenses in the Maldives: at least USD 100 plus USD 50 per day, either in cash or via a bank statement. The easiest solution is a reservation confirmation; print it and carry it with you. You may be asked to show a document at a moment when your phone battery is dead or there's no internet connection.
IMUGA passenger declaration
All incoming visitors must complete the IMUGA Passenger Declaration before their flight. The form is free and is completed at imuga.immigration.gov.mv. The timing rule is important: the declaration must be made within 96 hours before the flight's departure. Calculate it backward from your flight date.
As of August 2024, IMUGA is only required for arrival. A departure declaration is no longer required; disregard departure declaration warnings in older guides.
Before filling in the declaration, have your passport and flight information ready. Confirm with your airline which departure is considered the basis in case of connecting flights. Keep a printout or screenshot of the confirmation you receive after the declaration; don't rely on internet access everywhere. Check the declaration of everyone traveling with you separately. An incomplete or incorrect declaration may cause you to lose time at the airport. Also confirm the current practice by checking your airline's current rule on the matter.
Prohibited and restricted items
The Maldives' customs rules are strict; keep the following lists in mind while packing.
Alcohol and pork products
Bringing in alcoholic beverages and pork products without prior permission is prohibited. Drinks purchased on the plane or at duty free will also be confiscated at the airport. For this reason, do not buy alcohol at a transit airport.
Completely prohibited items
- narcotic substances
- pornographic material (including sex toys)
- religious materials contrary to Islam
- live pigs
- idols of worship
Vapes
Bringing in electronic cigarettes and vape devices is prohibited. Treat these as banned items and leave them at home.
Tobacco products
Tobacco is not banned, but it is subject to tax. As of November 1, 2024, Maldives Customs does not recognize a customs exemption for cigarettes, cigars and other tobacco products; in other words, you cannot rely on an exemption for tobacco you bring with you. Confirm the current tax application with customs.
Leave any item you're unsure about at home. For medications you use, check the current rule with your airline and with customs.
Exceptions, extensions and common mistakes
Visa extension
If you apply to the Immigration Department before your visa expires, the 30-day visa on arrival can be extended by 60 more days. Don't leave the application to the last day.
Common mistakes
- Checking passport validity against the return date; the criterion is 1 month from the arrival date.
- Filling in the IMUGA less than 96 hours before departure, or not filling it in at all.
- Keeping the reservation confirmation and ticket only on your phone.
- Buying alcohol at duty free; it will be confiscated at the airport.
- Looking for a departure declaration; it is no longer required.
- Assuming the visa is a right; the decision belongs to the immigration officer.
- Assuming tobacco is exempt; there has been no exemption since November 1, 2024.
Baggage issues
If your suitcase is damaged, have a report made at the airport immediately. See the baggage compensation steps for what to do. Setting off with incomplete documents may cause you to spend the first day of your vacation at the airport.
Step by step: what to do before setting off
- Check your passport. The MRZ should be legible and valid for at least 1 month from the date of arrival.
- Decide on accommodation and get confirmation. You can compare villa options in the overwater villas guide, and review packages on the international tours page.
- Get your return ticket. Plan to leave within 30 days after arrival.
- Fill in the IMUGA. Within 96 hours before the flight's departure, free of charge, at the address given.
- Pack your suitcase according to the rules. Leave out alcohol, pork products, vapes and banned materials; if bringing tobacco, remember there is no exemption and it is subject to tax.
- Keep your documents in two formats. Print them out and also save them on your phone.
- Show your documents on arrival. Passport, ticket, reservation confirmation and IMUGA proof are presented to the immigration officer.
If you're using a connecting flight, also check the entry and transit rules of the country where you'll be transiting. Plan to complete these steps at least a week before your flight; this way, if a document is missing, you'll have time to fix it.
Checklist before setting off
Tick off this list one by one the day before your flight:
- Passport has MRZ and is valid for at least 1 month from the arrival date.
- Return or onward ticket, within 30 days after arrival.
- Hotel or resort reservation confirmation printed and with me.
- If no reservation, proof of funds ready in cash or bank statement.
- IMUGA declaration completed within 96 hours before departure.
- No alcohol, pork products, vapes or banned materials in the suitcase.
- If bringing tobacco, aware that there is no customs exemption and it is subject to tax.
- No alcohol purchased at duty free.
- Current airline rule checked for medications and special items.
- Digital copy of documents on the phone, printed copy in hand luggage.
- Aware that if a visa extension is needed, application must be made to the Immigration Department before the expiry date.
If all these items are complete, obtaining the visa on arrival generally proceeds without issue. Still, the final decision belongs to the immigration officer; keep your documents organized, complete and easily accessible.
